This study is done to explore and highlight ‘The Characteristics of Islamic political philosophy’ as enunciated by Quran and Hadith. According to Islamic political thought, Almighty Allah is the lord of the whole universe. He is not only creator of the universe, He also possesses the absolute sovereignty over it. Nothing is out of His command. His orders are to be obeyed. He has the power of legislation for mankind. In an Islamic state all, His sovereignty over the mankind is to be reflected in the law of the land. The prophet Muhammad (P.B.U.H) is His last and final messenger, has the lawful authority to elaborate and explain the injunction of Quran. The Muslim follow the prophet’s sunnah as he is, according to Quran, the final authority in all disputes which may arise amongst them time to time. The Muslim are required to surrender themselves to the judgment of the Prophet heartily. In the following lines all those aspects of Islamic political philosophy are discussed which explain the nature of an Islamic state. ‘The unique character of Islamic political philosophy’ is the universality, i.e, it is today as practicable in a modern Muslim state as it was practicable fourteen hundred years ago by Prophet Muhammad (PBUH) in the state of Medina.

The "Amr" in Arabic means order or to order, whereas "Nahi" means forbid.
With regard to the word "Amr" the scholars have debated and discussed it from different angles. For imperatives different words from lexical categories are used which include first person verb, present tense. According to linguistic experts imperative means to order and for showing status it is used with letters "AN"(ان یفعل) ,"LAM" (لیفعل)and "BA"(بان یفعل). When Amr is used for status, its plural is "Umoor" and when used as imperative its plural is "Awamir"(orders). The word has been used at several places in the Quran, referring different meanings.
In "Amr"(Order) and "Nahi"(Forbid), both mean order. The difference is that in 'Amr', order of doing something is present but in "Nahi", order of Not doing something is present. In 'Amr' and 'Nahi', the orderer thinks that he is superior than the one who is being ordered. In Quran word Amr and word Nahi are used in different meanings. Although scholars of principles of Fiqah describe four statements about 'Amr' obligation. Real compulsory(وجوب) Meaning: Logically it is though that when a senior gives order to his junior, then disobeying the order is thought to be opposition protested. Allah(S.W.T)had given order to give prostration to Hazrat Adam (A.S), but Ibless did not obey the order. For this disobedience, Iblees was punished, Other than, one meaning of Amr is Praisable(اباحت) and another meaning of Amr is desirable or allowable(استحباب) .Likewise, 'Nahi' means to forbid i.e. prohibition from something or act. The one should keep away himself from which he is ordered to forbid. Sometimes in 'Nahi' level of forbidden is changed or seemed to level of un-praiseful un-worthiness.
