Abstract

'Human Rights' is an important issue of the present time. Several organizations claim credit to work for, and publish reports in this regard. But the violation of basic human rights is still continue. This situation is because of missing an effictive eliment of protecting these rights. This major eliment is the concept of "sovereignty" which is though defined by a large number of scholars, but its characterestics are missing in persons, societies and nations or governments. The Qur'an discusses these characterestics and tells that the only sovereign authority, resemblace of such qualities, is Allah Almighty. He has the right of commanding and exercising his authority over the whole universe and He demands obediance and also punishes the disobedients. All human beings are accountale to Him. This concept of sovereignty can protect human rights.
In this article, definition of 'sovereignty' by the western scholarship is discussed. Besides this, the Quranic concept of sovereignty is given in detail. And at the end it is shown how this concept work as an effective tool to protect human rights.
